Public Consultations Goals

Compared with traditional exclusive access regimes, light licensing reduces the administrative burdens related to obtaining spectrum and speeds up the process of putting transmitters into service. Deployments can also occur more quickly because users do not have to wait for an auction to gain access to new spectrum. Shorter license periods also allow for refresh, new innovations, and assurance that spectrum is in use and efficient.
Along with lowering barriers to entry, light licensing has several deployment benefits that may be attractive to prospective users. For example, some spectrum users may not seek to deploy commercial service over large geographic areas and light licensing enables a more targeted use case that can be coordinated with existing users in a band.

Public Consultations Description

The purpose of this document is to gather stakeholder feedback on the new licensing regime which CST is referring to as light licensing in addition to the Light Licensing Regulations in the 4 GHz band for private networks.
